Yes, a farm tractor most likely would be able to pull a tank. The tractor's treads are made for gaining a lot of traction in soft soil, while the tank's are made for more solid surfaces ( note the thread patterns ) .
The biggest difference is that a Tractor is made to pull things, while a Tank, or on this case a Tank Destroyer is made to move itself through rough terrain. Just think about how most Tanks are designed for their own weight, no major excess weight.
Came down to the tread contact area. On a street surface the outcome might have been reversed especially if the tank weighs more than that tractor. Not obvious if it does partly since tractors often come with forward counterweights.
