At the very least they could lose a truck that probably can never be replaced on their earnings (assuming the cheap building material of the docks and ship are representative of the average wage), at worst someone could drown.
Is this kind of poor judgement really that universal? Because I don't see how people in undeveloped countries can afford to have that little common sense. Using dangerously ill-maintained machinery is one thing, but I don't see why they didn't just move the boat closer to the dock. This is just asking for trouble.
